Devon is far bigger than it looks on a map. North Devon and the South Hams are a solid two hours apart, so pitching in the wrong half costs you a day of the trip. Decide whether you want surf and cliffs or estuaries and sheltered water, then search that side.
Dartmoor is the exception to England's wild camping rules: backpack camping is permitted on much of the commons, subject to the National Park's map of where and how. Everywhere else, the farm sites are the answer, and there are a lot of them.
